How can i get my harriers in mw2 everytime?

hi i play mw2 im now 10th prestige 70 and ive dropped almost 20 nukes but still have so much trouble getting harriers i dont rush i play safe but yet still get killed if i can get my harriers everytime i could get a nuke 3 out of ten games which is real good. please give me good details thank you
