Now that the Yank's have scuppered Cameron's No Fly Zone idea?

I don't understand how the gaddafi loyalists are not considered to be terrorists, right now. They have carried out brutal attacks on unarmed civilians. They should be on the terror list, just like hamas or alqaeda and treated accordingly.
